Park Avenue LASEK combines the personalized care of a private practice with some of the most advanced innovations in modern ophthalmology. Our team is committed to making your experience as smooth, comfortable, and informative as possible from your first consultation through your final follow-up visit. No question is too small, we are here as a resource every step of the way.
Our multilingual staff proudly serves patients from New York City and around the world. In fact, nearly half of our team speak Russian and/or Ukrainian, helping many patients feel more comfortable and confident throughout the process.
Dr. Emil Chynn and Park Avenue LASEK are built on a simple philosophy: openness, honesty, and mutual benefit. As a 100% non-cutting, non-invasive laser vision correction center in New York City, we believe that educated patients make the best decisions.
Unlike many vision correction centers, we encourage prospective patients to speak with former patients and even observe live surgery when appropriate. With the patient’s permission, we allow these conversations to happen naturally because we believe people deserve honest, firsthand perspectives about the procedure, recovery, and results.
Many laser centers keep preoperative and postoperative patients separate. Dr. Chynn takes a different approach. By encouraging open communication, we help patients develop realistic expectations so that we can meet or exceed them.
Our practice also embraces a “pay it forward” philosophy. Many of our patients choose to support and encourage future patients because they once received that same guidance themselves. We believe that trust, transparency, and shared experience are important parts of exceptional patient care.

Dr. Dovzhuk graduated from Sumy Medical University in Ukraine, and completed her residency in ophthalmology at Kharkiv Medical Academy and earned a PhD in retina from Kyiv Postgraduate Academy. She completed her Official SF Match Fellowship in Refractive Surgery here at Park Avenue LASEK under Dr. Chynn. In Ukraine she performed surgery for eye trauma & worked at Ailas – the largest LASIK center in Ukraine. She has performed over 1,000 retinal laser procedures & fit over 1,000 Ortho-K lenses & is certified on our Star S4 IR Excimer Laser and i-Design Advanced Wavefront System. She has performed more ortho-K fittings and assisted on more CXL procedures than any other eye surgeon in NYC (thousands of each).
She is a member of the United Guild for Aesthetic Medicine and Cosmetology, and assists Dr. Chynn on Botox & filler procedures, which you can get for free after you refer a friend for LASEK! In her free time “Dr. D.” enjoys painting and playing with her cat Samantha. She has a son Gleb in Poland & parents in Ukraine.
Tarek Elnicklawy is Park Avenue LASEK’s practice manager. As the first patient in HISTORY to have his final vision predicted to be better than 20/20 by Dr. Chynn, he is an excellent resource to talk to about your future LASEK. Tarek always wanted to be free from contacts, but was afraid to get LASIK because he didn’t want his cornea cut in half. Then he met Dr. Chynn and learned that LASEK is non-cutting so is 10x safer than LASIK. One month later he got LASEK (after also getting nitrous oxide (laughing gas), Valium and FDA-approved ketamine to calm his nerves). One week later he was seeing 20/20, and 2 weeks later he was seeing better than 20/20 and better than he ever saw in glasses or contacts because he chose the “High Definition” option. Now he wants to share this miracle with everyone, and has referred a dozen friends and family members 😊.
With a double major in International Law and Criminology from John Jay College and a native New Yorker, Tarek has the gift of gab and loves helping people overcome any obstacles in their pathway towards Perfect Vision!
Britney is a New York native who graduated with a Bachelor’s in Individualized Study in the pre-medical track from New York University (NYU). In 2019, she came to Park Avenue LASEK after shopping around for laser vision correction and decided to get LASEK herself. After seeing better than a “perfect” 20/20, she referred both her brother & mother to Dr. Chynn for their own LASEKs.
Britney has worked at Park Avenue LASEK as both Front Desk Manager and ophthalmic technician and now serves as the Surgical Coordinator. She can also helpfully answer all patient questions from a fellow patient’s point of view.
Britney plans on attending medical school next year. In her free time, she has her own small business baking custom cakes for weddings, birthdays & events. She is also a Seventh-day Adventist and is active in her church.
Constantin found Dr. Chynn while searching for a LVC center for himself. Constantin was a photographer & videographer who hated wearing glasses and contacts. Since he used his vision for work, safety was the #1 most important quality when he was searching for a surgeon. Constantin was impressed by Dr. Chynn’s accomplishments and he decided to get the safer, non-cutting LASEK procedure for himself. To help pay for the cost, Constantin made instructional videos for Park Avenue LASEK’s YouTube channel which we are still using.
After seeing better than a “perfect” 20/20, he was so thrilled that he started working at PAL part-time as a Patient Coordinator and referred his only brother for LASEK! Constantin loves helping people so he plans to apply to graduate school in psychology. If you find any of our instructions confusing, please tell Constantin, and he will both edit the printed part and create another video to post on our website & YouTube channel.
Balu received his Bachelors in Mechanical Engineering from Anna University in Chennai, India, and is currently a Graduate Student in Business Analytics at New Jersey Institute of Technology (NJIT). Balu is our Front Desk Manager and Business Development Manager, so helps patients get all their money back by referring friends, posting on social media, and setting up Corporate Discounts.
Balu is also a professional tennis instructor, which is how he met Dr. Chynn Balu was born in India, so is fluent in English, Hindi & Telugu. His father is a professional tennis player in India, and his parents own a pharmaceutical company in India. He plans to use his expertise in engineering and business development to help his parents run their pharmaceutical company, grow it, and later take over its management.
